Understanding Building Regulations for Home Extensions 2026

Essential guide to Building Regs approval and technical requirements for safe, compliant extensions

Published: 22 December 2025•8 min read

Building Regulations are separate from planning permission and ensure your extension meets minimum standards for structural integrity, fire safety, energy efficiency, and accessibility. Every extension requires Building Regulations approval, even if it doesn't need planning permission.

What Are Building Regulations?

Building Regulations are a set of minimum standards for the design and construction of buildings to ensure safety and health for people in and around those buildings. For home extensions in 2026, compliance is mandatory and enforced by local authority Building Control or Approved Inspectors.

Key Areas Covered by Building Regulations

  • Part A - Structure: Foundations, walls, floors, roofs, and load-bearing capacity
  • Part B - Fire Safety: Fire resistance, escape routes, and fire detection systems
  • Part C - Site Preparation: Damp-proofing, drainage, and contaminated land
  • Part E - Sound Insulation: Acoustic performance between rooms and properties
  • Part F - Ventilation: Fresh air supply and extraction for health
  • Part L - Energy Efficiency: Insulation, glazing, heating, and SAP calculations
  • Part M - Access: Accessibility for disabled people
  • Part P - Electrical Safety: Safe electrical installations

The Building Control Process

1

Submit Building Notice or Full Plans

Two options for submission:

  • Building Notice: Simpler, no upfront drawings approval, but less certainty. Inspector checks compliance during construction.
  • Full Plans: Submit detailed technical drawings and specs for approval before starting. Provides certainty before commencing works. Recommended for extensions.
2

Plans Assessment (Full Plans Route)

Building Control reviews your technical drawings and specifications (typically 5-8 weeks). They may request amendments to ensure compliance. Once approved, you receive formal approval notice and can commence works confidently.

3

Site Inspections During Construction

Building Control inspects at key stages:

  • Commencement (before starting)
  • Foundation excavation (before concrete)
  • Foundation concrete (before backfilling)
  • Damp proof course
  • Drains (before covering)
  • Pre-plastering (before covering walls/services)
  • Completion inspection (final check)

Critical: You must notify Building Control 24-48 hours before each inspection. Never cover work before inspection.

4

Completion Certificate

After final inspection, Building Control issues a Completion Certificate confirming your extension complies with Building Regulations. This certificate is essential for selling your property and proves the work was done to approved standards.

Key Technical Requirements 2026

Structural Requirements (Part A)

  • • Foundations must be designed for ground conditions and loads (typically 1m deep minimum, 600mm wide for single-storey)
  • • Walls require adequate thickness and strength (minimum 100mm cavity walls with insulation)
  • • Steel beams required for openings over 1.8m (calculations by structural engineer mandatory)
  • • Floor joists must support design loads (domestic: 1.5 kN/m²)

Fire Safety (Part B)

  • • All rooms require adequate escape routes (max 4.5m travel distance in any room)
  • • Doors to habitable rooms from new extensions must be fire doors if creating inner rooms
  • • Smoke alarms required on each floor (Grade D LD3 minimum - mains powered with battery backup)
  • • Extensions over 30m² may require sprinklers or enhanced fire protection

Energy Efficiency (Part L) - Updated 2024

2024 regulations significantly tightened energy efficiency standards:

  • • U-values for walls: 0.18 W/m²K (improved from 0.26)
  • • U-values for roofs: 0.11 W/m²K (improved from 0.16)
  • • U-values for floors: 0.13 W/m²K (improved from 0.18)
  • • Windows/doors: 1.2 W/m²K maximum (triple-glazing or high-performance double-glazing required)
  • • SAP calculations required for all extensions to demonstrate overall energy performance
  • • Thermal bridging must be minimized with continuous insulation

Ventilation (Part F)

  • • Habitable rooms require trickle vents (8,000 mm² minimum per room)
  • • Kitchens require extraction (60 litres/second extract rate or cooker hood)
  • • Bathrooms require extraction (15 litres/second continuous or 30 litres/second intermittent)
  • • Whole-house ventilation strategy required for larger extensions (MVHR systems increasingly common)

Building Regulations Costs 2026

Building Control Fee (Local Authority)£800-£1,500

Depends on project size and complexity. Includes plan checking and all site inspections.

Structural Engineer Calculations£600-£1,200

Required for steel beams, foundations, and load-bearing changes. Essential for Building Regs approval.

SAP/Energy Performance Calculation£200-£400

Demonstrates energy efficiency compliance. Often included with architect's Building Regs drawings.

Building Regulations Drawings£600-£1,000

Detailed technical drawings showing all construction details, specifications, and compliance measures.

Common Building Regulations Failures

Avoid These Common Issues

Issues that frequently cause Building Control rejection:

  • ✗Insufficient insulation: Not meeting 2024 U-value requirements will result in rejection
  • ✗Missing structural calculations: Required for all steel beams, foundations, and significant openings
  • ✗Inadequate ventilation: Forgetting trickle vents or extraction fans
  • ✗No fire protection: Missing fire doors, smoke alarms, or escape routes
  • ✗Incorrect foundation depth: Foundations not reaching below frost line or adequate bearing strata
  • ✗Covering work before inspection: Never backfill foundations or plasterboard before inspector approves

Building Regulations vs Planning Permission

Planning Permission

  • • Controls external appearance and impact on surroundings
  • • Size, height, materials, design
  • • May not be required for some extensions (permitted development)
  • • Fee: £206 (2026)
  • • Decision: 8 weeks

Building Regulations

  • • Controls structural safety and building performance
  • • Foundations, structure, fire safety, insulation, ventilation
  • • Always required for extensions regardless of planning status
  • • Fee: £800-£1,500
  • • Approval: 5-8 weeks for Full Plans

Important: You need both approvals (if planning is required) before starting construction. They are separate processes with different authorities.
